Carter recently graduated from Arizona State University with a Bachelor’s degree in Supply Chain Management and started with the Arizona State Procurement Office in early 2019. From his first day working with the Arizona Cooperative program, Carter observed numerous opportunities for improvement behind the scenes of the program and began working to improve the efficiency of both the program and its associated processes. In August of 2019, Amber Holmes took leadership of the Cooperative program. Working alongside Amber, Carter has helped the Cooperative Program achieve new levels of success, including a 30% increase in revenue for Fiscal year 2020, growing the Cooperative Member count to an all-time high, and the implementation of a new Cooperative Reporting Module in the State’s e-Procurement system. Carter has also played a key role in several Statewide COVID-19 response efforts including; MaskUp AZ (a partnership with Hanes to provide access to free masks for Arizona residents), working with the Secretary of State’s Office to provide PPE and cleaning supplies to Elections polling locations, COVID-19 Supplies warehousing & distribution, and most recently volunteering at COVID-19 vaccination sites.
